Programs that encourage the consortium of service providers were organized in order to provide an efficient delivery system for adult education services. Under this approach, many local service providers and organizations within a geographic region of the state may form a consortium, with one of the members selected by the other members to serve as the fiscal agent.
As the fiscal agent for the consortium, Education Service Center, Region 20 (ESC-20) acts as the contracting agent with Texas LEARNS to operate the Adult Education Program for 35 eligible local education agencies, 5 charter schools, and 10 community based organizations in the Texas counties of Atascosa, Bandera, Bexar, Frio, Gillespie, La Salle, Karnes, Kerr and Wilson.
