When George W. Bush was governor of Texas, he established the Texas Reading Initiative in 1996. He focused on the most basic of education goals - teaching children to read well at grade level or above. His challenge to Texas educators was to use scientific research-based reading instruction to have all third graders reading on grade level or higher by the end of the third grade so that they would be successful in learning.
Teacher Reading Academies The Teacher Reading Academies are 3 to 4 day professional development opportunities that provide K-4th grade teachers with scientifically researched based strategies to meet the diverse needs of their students.
Texas Reading First Reading First, along with other programs authorized under President Bush’s No Child Left Behind (NCLB) focuses on improving student achievement for all students, especially children in the nation’s most disadvantaged schools and communities.
Accelerated Reading Instruction Program (ARI) (PDF) Public schools must provide intensive, targeted intervention programs for students in K-4 who have been identified as being at-risk for reading difficulties.
2005-2006 Commissioner's List of Early Reading Instruments The Commissioner of Education approves a list of early reading instruments that schools can use to identify students who would benefit from intensive, targeted reading instruction.
Master Reading Teacher Master Reading Teachers teach reading and mentor other teachers. Teachers wanting to become a MRT must complete an approved MRT program and pass the certification exam.
Publications The Texas Reading Initiative disseminates current scientific, research-based information on reading to parents, administrators, teachers, and community partners.
