Composed of 15 members elected from roughly equally populous State Board of Education districts, the Board adopts rules and establishes policies that govern a wide range of educational programs and services provided by Texas public schools.

The Commissioner of Education serves as chief executive officer of the SBOE and supervises the administration of state education laws and rules through the Texas Education Agency.

The TEA, under the leadership of the Commissioner of Education, is the administrative unit for public education. Along with the SBOE and Commissioner, the TEA facilitates the operation of the Texas public school system.

Twenty Regional Education Service Centers (RESCs) make up the RESC System. RESCs are intermediate educational units that provide training, technical assistance, administrative support and an array of other services as determined by the legislature, the Commissioner of Education and the needs of local school districts, charter schools and private schools.

The board of trustees of a school district or the governing body of an open-enrollment charter school has primary responsibility for ensuring that the local education agency complies with all requirements of state educational programs. The trustees may adopt rules, such as local policies and procedures, and bylaws necessary to carry out the powers and duties.
This person serves as the educational leader and administrative manager of the school district or charter school and oversees all functions.
These personnel perform designated functions and responsibilities which ensure the success of all students.
