Individuals with Disabilities Education Act (IDEA) 2004 mandates that all districts/charters report on 14 specific indicators related to the provision of special education services. This is done through a State Performance Plan (SPP).
SPP Indicator 13 is related to Secondary Transition and measures the “percent of youth aged 16 and above with an individual education program (IEP) that includes coordinated, measurable annual IEP goals and transition services that will reasonably enable the student to meet the post-secondary goals.” This is a compliance indicator, and data is collected and reported by the district/charter to Texas Education Agency (TEA) through the TEA Secure Environment (TEASE) System. SPP Indicator 14 is related to Post-School Outcomes and measures the “percent of youth who had IEPs, are no longer in secondary school and who have been competitively employed, enrolled in some type of postsecondary school, or both, within one year of leaving high school.” The TEA webpage on LEA data collection for Indicator 14 can be accessed at http://ritter.tea.state.tx.us/special.ed/spp/ind14.html.
SPP 13 Sampling List for 2009-2010 Districts who do not have a campus number in the Campus column on the sampling list are districts without secondary campuses. Districts without secondary campuses or districts who have no students who meet the data collection criteria must still submit and certify the SPP 13 TEASE application.
