Individuals with Disabilities Education Act (IDEA) 2004 mandates that all districts/charters report on 14 specific indicators related to the provision of special education services. This is done through a State Performance Plan (SPP).
SPP Indicator 13 is related to Secondary Transition and measures the “percent of youth aged 16 and above with an individual education program (IEP) that includes coordinated, measurable annual IEP goals and transition services that will reasonably enable the student to meet the post-secondary goals.” This is a compliance indicator, and data is collected and reported by the district/charter to Texas Education Agency (TEA) through the TEA Secure Environment (TEASE) System.
