The Teacher Orientation and Preparation Program (TOPP) is a State Board of Educator Certification approved alternative route to teacher certification coordinated by Education Service Center, Region 20. Alternative routes to certification in Texas were authorized in 1984 by the 68th Legislature in House Bill 72. TOPP began providing services in 1986 and maintains a trustworthy and enduring reputation with our educational partners.
Mission Statement The mission of the Teacher Orientation and Preparation is to prepare qualified individuals for a successful career as a professional educator in the 21st century by providing research-based learning experiences.
Vision Statement In partnership with the educational community, TOPP will provide highly qualified teachers that positively impact student achievement.

Our TOPP achievement is offering recruiting, screening, training, placement assistance, Texas teacher certification and support services to our educational community.

ESC-20 is located three miles northeast of downtown San Antonio near the intersection of I-35 and Walters St.
If traveling north on I-35, exit at Walters St., turn left across the freeway, turn right at Carson, and proceed to Hines Ave.
If traveling south on I-35, take the Walters St. exit and turn right from the access road onto Hines Ave. (you must quickly reduce speed here to make the turn, so be careful!).

TOPP offices are located on the 3rd floor of the ESC-20 Conference Center (Building #6 in our complex). A receptionist is available as you exit the elevator.
