The National School Lunch Program regulations contain a clause known as Special Assistance Provision 2. The purpose of this regulatory provision is to reduce the burden of paperwork on parents and on school districts by reducing the requirements for taking applications, notifying the public, and counting meals by category for schools that agree to serve all enrolled students free meals. In accordance with this provision, the school district agrees to pay from other federal funds any program costs not covered by program income.
