netVision20 represents a vision of a regional telecommunications infrastructure for education focusing on connecting schools, school districts and other entities involved in educating either school-aged (Early Childhood through Grade 12) learners or educators of school-aged learners.

The major purposes of netVision20 are to increase access to rich learning resources and services, to increase the efficiency of school and district operations and to enhance communication sharing among the entire ESC-20 educational community. The netVision20 consortium is an affiliated group of institutions committed to the development and support of school-aged learners and educators of those learners.

Historical Accomplishments

1998 - 1999
The STARTnet Consortium applied to the Texas Education Agency (TEA) for a Technology Integrating Education (TIE) grant.  TEA awarded a grant to establish a regional telecommunications data and video network called STARTnet to provide high-speed Internet access, e-mail, distance learning, videoconferencing and other data management and telecommunication services.  $3.2 Million Dollar Value.

Eight (8) regional outreach centers with state-of-the-art videoconferencing equipment in addition to a video network hub at ESC-20 were deployed with geographic placement so that no ESC-20 district would have to travel more than thirty minutes to reach a center and participate in videoconferencing.

2000 - 2001
Nine (9) videoconferencing sites.

Routers deployed to nineteen (19) districts (Bandera, Brackett, Center Point, Charlotte, D'Hanis, Dilley, East Central, Hondo, Ingram, Jourdanton, La Pryor, La Vernia, Lackland, Leakey, Pleasanton, Sabinal, Southwest, Stockdale and Utopia). $90,573 Value.

Awarded an additional TIE grant to expand the training model by providing training for the technical network; computer support; coordination of distance learning events and facilitation of sharing among the partners.  $567,557 Value.

Provided two (2) high school credit courses (Advanced Placement Calculus and Physics) over the video network.

Forty-six (46) district satellite dishes retrofitted to receive a digital signal.

Bandwidth upgraded to 20 Mbps.

Consortium renamed netVision20.

2002 - 2003
Twenty- four (24) videoconferencing sites.

753 Videoconferencing Sessions held.

Nineteen (19) Cisco Academy instructors trained with sixteen (16) local academies in the program.  $28.5K Value.

Web-based self scheduler added to videoconferencing.  $50K Value.

Higher education presented dual credit courses via the videoconferencing network.

Twelve (12) sites connected to Novanet through the Wide Area Network (WAN) hub.

2004 - 2005
Sixty-seven (67) videconferencing sites.

Content engines deployed to thirty-nine (39) districts (Bandera, Boerne, Brackett, Center Point, Charlotte, Cotulla, D'Hanis, Dilley, Eagle Pass, East Central, Edgewood, Floresville, Fort Sam Houston, Harlandale, Holy Cross, Hondo, Hunt, Ingram, Jourdanton, Kerrville, La Pryor, La Vernia, Lytle, Medina, Medina Valley, Natalia, Northside, Pleasanton, Poth, Randolph Field, Sabinal, Somerset, South San Antonio, Southside, Southwest, Southwest Preparatory, St. John Berchman, Stockdale and Uvalde). $360,290 Value.

Nine hundred and ten (910) videoconferencing sessions held.

Video streaming capabilities added to the network.

TARGET grant provided funding to conduct classroom technology assessments; implement Gen Y in 18 campuses; provide LoTi Access to ALL members; mentor and support 36 campuses; purchase technology equipment/supplies for 48 districts and establish a video on demand network.  $674,876 Value.

Level of Technology Implementation (LoTi) Questionnaire available to members. $26,250 Value.

Network Security Assessment Services available to members.  $16,783 Value.

Member routers replaced. $90,573 Value.

Linux software donated to netVision20. $400K Value.


2008 - 2009
One hundred eighteen (118) videoconferencing sites.

TETN Plus and Internet2 connectivity added.
