Education Service Center, Region 20 2009-2010 Shared Services Agreement Title IV, Part A – Safe and Drug Free Schools and Communities
School District: XX INDEPENDENT SCHOOL DISTRICT The Education Service Center, Region 20 (ESC-20) Safe and Drug Free Schools and Communities is a consortium of districts and charter schools that combine Title IV, Part A federal monies, using ESC-20 as the fiscal and administrative agent, to maximize funding through cooperative spending.
ESC-20 provides the following customized services and technical assistance:
Grant Management:
Provide assistance in the completion and submission of the annual program evaluation and Gun-Free Report
Hold quarterly Safe and Drug Free meetings to disseminate state and regional information
Coordinate a Regional Advisory Council to advise in the planning, operation, and evaluation of services
Submit and monitor all grant regulated requirements to TEA on behalf of district member
Document and maintain all Performance-based monitoring files for district member
Professional Development:
Provide support to districts to build internal capacity for systemic support of staff development efforts that enhance educational programs regarding violence, drug prevention, and early intervention
Provide on-site training meeting specific needs to coop district member
Establish an array of training sessions and implement a “Students At-Risk” Summer Conference for Safe and Drug-Free Schools and Communities at no cost to district member
Provide Science Laboratory/Hazardous Communication Safety Training at no cost for district member
Technical Assistance:
Provide technical assistance to districts to develop and implement the annual application and related activities
Provide district support and resources that prevent the illegal use of alcohol, tobacco, and drugs; involves parents; and coordinates with federal, state, and community efforts, at no cost to district member
Assist in the review and analysis of district needs assessment data that define program goals, objectives, and program direction
Identify an ESC-20 staff member who will be the point of contact for each client
Expanded Services for 2009-2010:
Provide Campus Safety Audits, including district report at a discounted member rate
Provide Law Enforcement Training to school district first responder officials at a discounted member rate
Provide an on-line drug, alcohol and safety needs assessment survey for students (Grades 3, 5, 7, 9, 11) and staff , meeting the recommended grant requirement at no cost to district member
Provide on-site training (NIMS for Administrators, Drug Paraphernalia, Emergency Tabletop Exercises, Drug And Violence Education, Emergency Management Drills) for district staff at no cost to district member
Provide a Teen Summit for secondary students at a discounted member rate, with limited student attendance per district member
Member districts will:
Assign the district Title IV, Part A allocation to the ESC-20 Safe and Drug Free Schools and Communities Cooperative
Identify a district Safe and Drug Free Schools and Communities contact to coordinate planning, staff development, and evaluation of the district program
Provide appropriate data for performance measures in a timely manner as required by law
Participate actively in planning and establishing goals to meet student needs
Attend quarterly Safe and Drug Free meetings and Regional Advisory Meeting
Participate actively in professional development opportunities
Provide information related to private school participation in the district
Implement the intent and purposes of Safe and Drug Free Schools and Communities as defined in the Program Principles of Effectiveness (P.L. 103-382, Sec. 403)
Notes:
If a district member leaves the cooperative, the federal roll-forward (carryover) funds will remain with the Shared Services Arrangement.
Request for ESC-20 funding of any appropriate Safe and Drug Free activity must be made 30 calendar days in advance.
District members with an entitlement over $15,000 are eligible for a spending allowance of up to 40%.
District members with an entitlement $5,000 < $15,000 are eligible for a spending allowance; percentage to be determined after district members have joined co-op at beginning of fiscal year.
District members with an entitlement under $5,000 will award complete Title IV, Part A allocation to the ESC-20 Safe and Drug-Free Schools and Communities Cooperative.
A district member will be held accountable for any refund liability resulting from on-site monitoring or audit.
Any additional entitlements released during the fiscal year will not necessitate additional district members’ signatures.
If the Shared Services Agreement is terminated, assets acquired using Title IV, Part A funds will be distributed as is appropriate among district members.
Each member identified below acknowledges accountability for the requirements contained in Schedules #6A through #6E, as applicable.
