A local educational agency (LEA) shall use funds received under this subpart to adopt and carry out a comprehensive drug and violence prevention program, which shall:
Be designed, for all students and employees, to:
Prevent the use, possession, and distribution of tobacco, alcohol, and illegal drugs
Prevent violence and promote school safety
Create a disciplined environment conducive to learning
Include activities to promote the involvement of parents and coordinate with community groups and agencies in the distribution of information regarding the local educational agency’s SDFSC needs, goals, and programs
Local/Substate Regional Advisory Council
An LEA shall develop its application for SDFSCA funds in consultation with a local or regional substate advisory council. The council should, to the extent possible, include representatives from local government, business, parents, students, teachers, pupil services, private schools, the medical profession, law enforcement, community-based organizations, and other groups with interest and expertise in drug and violence prevention.
The established or designated advisory council shall, on an ongoing basis:
Disseminate information about drug and violence prevention programs, projects, and activities conducted within the boundaries of the LEA
Advise the LEA regarding coordination of SDFSCA activities with other agencies that administer such programs, projects, and activities
Review program evaluations and other relevant material and make recommendations to the LEA on how to improve the LEA’s drug and violence prevention programs
Help develop goals and objectives for LEA SDFSCA Program
Coordination Between LEAs & Agencies
The LEA shall coordinate its Safe and Drug Free Schools and Communities Act programs and projects with:
Community-wide efforts to achieve the LEA’s goals for drug and violence prevention
Other federal, state, and local programs for drug prevention, including health programs
Wrong & Harmful Message
Drug Prevention programs supported with SDFSCA funds shall convey a clear and consistent message that the illegal use of alcohol and other drugs is wrong and harmful.
To maximize the impact of the drug and violence prevention programs and resources available to their state, school district, or community, the programs must be based on the PRINCIPLES OF EFFECTIVENESS:
An assessment based on objective data about drug and violence problems in the schools and community must be completed
Performance measures (goals and objectives) must be written to assure that the schools and communities have a safe, orderly and drug-free learning environment
Programs, strategies and activities must be grounded in scientifically based research
An effective SDFSC program must be based on an analysis of the prevalence of risk and protective factors, buffers, assets or other variables, based on scientifically based research, that exist in the communities and the State
Programs must include consultation with, and input from, parents
The program must be evaluated periodically to refine, improve and strengthen the program. The results must be available to the public for review
